By default, flash tries to load the policy file from the same port
it's connecting to. However, Unity doesn't support that, you have to
use a separate port. Since the policy file isn't in the expected
location, you have to manually load it in flash. I believe the AS2
Unity classes (UClient) already have a feature that supports this, you
just need to pass in the policy port. If you can't use that for
whatever reason, you can try doing it yourself, using something like:
System.security.loadPolicyFile("xmlsocket://foo.com:414");
