You can unban an ip from the command line. See:
http://www.moock.org/unity/docs/server/commands.html
This does not require a server restart. Please let me know if you run in
to any problems.

maybe a solution would be to retrieve banned client ip, to modify it
randomly, and then unity server would see another ip than the real one...?
is that possible..? how does unity retrieve ip's???

perhaps I was mistaken. But it seems that restarting unity is kind
of a drastic thing to have to do in order to life a ban.
